I must say that any time you allow personalities to be a factor in giving an employee a raise is not a good plan. The proposed NSPS system will allow personalities, sexual favors and adulterers priority for raises over any one who has a conscience. The members of Congress and others are certainly not naive to think this will not be a factor under this new system. While I understand we (the Corps of Engineers) support the military, I don't think that means we (civilian staff) should be forced into harms way to accomplish ANY mission. Some serious modification is required to the proposed NSPS before approval. I agree changes in National Security are a necessity but as a lifelong member of this Nation my security should not be jeopardized to accomplish these changes.
