I have 28 years service with the Federal Government. I am in a GS-06 position in a field project. Under the current pay system, we, especially those of us in lower graded positions, can look forward to a cost of living raise and/or our step increases to help keep up with rising costs in our personal life. With the proposed pay system, this will not be the case. A supervisor will have to take the time and make the effort to document an employee's performance for an increase in pay. From my experience, a lot of supervisors do not like having to do this paperwork and will only do it for favored employees. I'm also afraid that as budgets shrink, it will be at the expense of the average employee's salary, except for the favored few. Our current system isn't ideal, but is better than the purposed new system which , I feel, will only serve to favor a select few.
