Pay Banding. I am totally against it. We will lose locality pay. In addition, subordinates will now be put in the position of being "yes" men to their supervisors and the free flow of information required in DOD will cease. Hasn't the Darleen Druyan case showed you people anything? Unless people are secure in their jobs and free to excersie good judgement, the scandals will continue.
