NSPS is detrimental to all Civil Svc workers. Under this system the supervisors hold all the power; hiring, firing, evalluations and pay raises. Not all work environments are perfect. There is to much nepotism in a lot of work places and employees should not have to "Brown Nose" the supervisor. There is "dead weight" that needs to be dealt with but in other ways. NSPS will cause a lot of lower morale, conflict and everyone will be afraid to speak out. Schedule and Overtime NSPS will make it extremely hard for families to plan activities or child care if schedules can be changed without sufficient notice. I can see where managers can abuse this. NSPS removes all protection to our workkers, including seniority rights. NSPS under the guise of "National Security" will result in government jobs being contracted out to private companies. I have worked hard for many years as a Civil Service worker and what I have aimed foor is being changed. Bad enough that the retirement system was changed from CSRS to FERS to benefit the government, but now our seniority is being taken away as well. I urge DOD to rethink this proposal. The government is made up by the people, for the people, not vice versa.
