Comments:
A society that knows nothing about history is destined to repeat past mistakes. Congress has forgotten that human nature without checks and balances is basically corrupt. If you like New Jersey's corrupt spoils system of political patronage you will love the NPSP goal of management flexibility and bonuses to the “best performers”. Why would anyone be surprised that friends and the politically connected are the “most qualified”. Our predecessors understood the downside of the spoils system. The current congress has forgotten history.
