Comments:
Some supervisors are going to take the easy way out and give everyone a 3.5% raise (or whatever the President signs for that year). If I think I'm better than some of my coworkers, do I have the option of transferring to a section where the supervisor actually tries to pay good workers more and bad workers less? If a supervisor had to worry about losing their good workers, that would give them incentive to do this fairly. Also, it would give the employees some control instead of leaving it soley in the hands of their supervisor.
