9901.211 - 9901.212 - - A Pay Band Suggestion : When structuring new NSPS pay bands, please remember the former GS 5 through GS 11 career ladder and pay band GS 12 with GS 13 rather than GS 11. The work of GS 12 and GS 13 employees at CPMS WAGE is almost identical since both grades include Project Officers (team leaders). GS 11 positions are normally filled by promoting employees through the grades of the GS 5 to GS 11 career ladder. GS 11 is a journeyman level position but lacks routine team leader or Project Officer responsibilities. GS 12 and GS 13 positions were filled through vacancy announcements using competitive merit selection and require greater experience, expertise, problem solving and managerial skills than GS 11 positions. Some Project Officer positions were advertised as GS 12/13 and some as GS 12 only. However, the same projects are routinely assigned to both GS 12 and GS 13 employees.
