It appears this new system will only promote more of the good old boy syndrome. With 38 years service and being a supervisor over half of those years I know that judgment of people is always bias. From experience I seen people being promoted and awards given not based on performance. Having an appeals system that is usually not employee friendly or in it self can be bias will not help. I agree that our system now in place is self serving but what is being proposed looks to only enhance the situation. If you want to promote positive change start by holding supervisors and manager accountable by having their subordinate rate them and effect their performance rating and pay. If this system is going to be implemented you need to make the appeals system accessible and user friendly. Do not force the employee to go through their union to use the appeal system. The union can be self serving especially if the employee is a non dues paying member.
