The NSPS is not ready for implementation. While Pay for Performance is not, by definition, a bad idea, NSPS is not an appropriate tool and is a bad idea. The personnel demo currently in use at some installations allows for grievances (EEO, harrassment, personnel matters, etc), appeals (of appraisals, salary determinations, etc.), NSPS does not. Currently, the unions represent employees in ensuring there is a suitable, legal, appropriate, safe work environment. Under NSPS, the union will not have the ability to protect the employees from inappropriate behaviors and actions. The NSPS is only for the benefit of those who are "brown nosers" and those at high levels. The NSPS is detrimental to the average worker. No one grows up dreaming of becoming a Civil Servant and the hiring and retention of intelligent, qualified people who can get high paying jobs in private industry is important, NSPS is the least appropriate of all possibilities.
