I find that the National Security Personnel System (NSPS) is unfair to the government worker. The present pay system is fair, unbiased, and has worked for a long time, but the proposed pay system does not provide protection for the Government worker. It appears to be very discriminating, especially for those nearing retirement age. The proposed system has not been fully explained to the Government employees. The Government has not provided adequate justification for the change nor provided any cost savings for the new program. Furthermore, we are in a situation of uncertainty. This is not a time to start changing the program that provides security for the Government employee.
