There are many questions to be asked and answered with the new NSPS system. With no more information that has been provided the employees and within 90 days of implemtneation it is hard to feel that this rush to change is a good thing. There has been talk of the Paybands but I have not seen a min max dollar amount published. Movement through a payband will be based on an employees performance and contribution as well as job complexity of the position. Yet we say that detailed job descriptions will no longer be needed. How then is a jobs complexity, importance and contribution to mission accomplishment to be determined? Because, that is apparently how ones pay is to be based. Are we giving that responsibility to the first line supervisor? That is how it appears and having been a 1st,2nd and 3rd line supervisor this is way more responsibility than a 1st line supervisor should have. It will create perceptions of discriimination whether gender based racial based, whatever and real or not they will be there. There are definite changes in the current system that need to be addressed hiring, firing, retention etc. Lets work those. This NSPS system is not the answer.
