If there are problems with the current civil service system, why not act reasonably and address THOSE problems, rather than the knee-jerk reaction of throwing the baby out with the bath water? To implement NSPS is sending us back into the dark ages, as if narcism is not bad enough in some areas of government. Now, with all this power given to individual supervisors, we stand only to face a more hostile work environment, with back-biting competition as favorites are being coddled and competent employees are being cheated. Please give this pay banding system some more thought as it's surely NOT the best alternative to the current system. In addition to everything else wrong with NSPS, you are lowering the morale of those who stuck with the civil service, come hell or high water, with the result being that seniority means nothing. That can only bring about even worse morale. Is THAT good for productivity?
