WRT page 7559, Pay and Pay Admin - Subpart C, Adjusting Rate Ranges and Local Market Supplements:.........pay adjustments will not be provided to employees with an unacceptable performance rating. I think all annual general increases should be awarded to every employee in the pay pool. If elected officials, who speak for the general public, vote an increase then the general public has consented for an across the board increase. DOD places itself in a position to say "yes" a pay raise was awarded however because of your proformance problems triggered by personal issues (assumed) I'm refusing to award it. And that sets a very disturbing precedence. One year's subpar performance should not be compounded by the financial burden and mental deflation.
