I am a career civilian employee of the Department of Defense and I do not support what the "National Security Personnel System is trying to propose regarding new rules on Pay. this is a serious conflict of interest. This rule contain the potential for abuse of the pay pool funds and for the possibility that my pay could be frozen even if my performance is rated satisfactory or better. This also could means that a supervisors could complete against the employee they rate. This is clearly unfair and would result in distrust of management and would decreased morale and lower productivity. There for no change should be made to the current pay system used by DOD.
