It is not acceptable for a DOD/DLA employee to lose the annual cost of living raise or the GS grade and pay structure or the within grade increases by step or all consideration of seniority or work performance plans or equal pay for equal work. After 19 and a half years of being employeed by DOD/DLA ,the personnel system should not be able to radically change rules and rights. If new employees are to abide by a different set of rules and regulations fine, but not existing employess. There is no good to this plan for existing DLA employees.
