Pay can not be frozen Nepetoism can not be a facotr employee shoudl decide which jobs more money and which doe snot - supervisors will be partial perfomrance payout is a good ol' boy system....managers given too much autonomy over employee salaries developmental positons - no relaitves allowed to management setting pay my management will allow employee ot be ahead of cpi and inflaiton and allow a living wage raitng and rewarding performance - this systme is setting up the meployee ot fail and is hte first phase of privatizing the work challengin a raitng can not be internal...employee is allowed to use outsid elegal reosurces for fairness...manageent will beheld acountbale for mistkaes and bias... labor relaitons ocntracts must be allowed
