Pay and Pay Administration Subpart C, Adjusting Rate Ranges and Local Market Supplements. The cost of living adjusment goes away with the way this proposal is written. The fact that a rate change could differ by career group, pay schedule, or pay band, and the fact that the max and min of the range could vary at different rates essentially and effectively eliminates any true annual cost of living adjustment. I feel that the cost of living increase should be tied more directly to the economy and/or consumer price index or similar quantitative measures, and that it should be uniform without regard to other factors such as career group. The cost of living affects the engine mechanic and secratary equally. It is the one true equalizer against the natural forces of the diminishing value of the dollar. I recommend that a revision be made to account for the cost of living separately from other factors and that it be uniform and on an annual basis. I do agree with the idea of withholding in cases of unacceptable performance.
