Subprt C Pay and Pay Administration - there is no mention of what if agencies should not request additional funding each year to account for pay increases. Up to now, Congress has held the authority of increases of civil servants pay by mandating increases in the budget. It will now be at DOD discretion to request or not request additional pay increases for civil servans. Considering DOD's constant need for additional funds for equipment and programs, it would seem that allowing them the authority or request or not request pay increases for civilian employees each year would be a conflict or interest.
