Although I'm not totally against this change, I am also not totally in favor. My concern is with Pay and Pay Administration section. For those who are "deadended" in their careers, not getting step increases or cost of living increases means that they will continue to fall further behind an inflationary economy. Also, in the current system, with all the safeguards that are in place, there is already a "buddy" system. I'm very afraid that the new system will make that problem more prevalent than it already is. I see the potential for an employee who is doing an acceptable job not ever seeing a pay raise because the supervisor isn't their "friend" or "buddy" or any of those other adjectives. I think that maybe some of the subjective determinations should be limited and more objective or documentable determinations should be put in place.
