I work at Puget Sound Naval Shipyard. I am opposed to the rapid and widespread implementation of a system that has the ability to deny raises to large nembers of the workforce because "the budget won't support it" or any other excuse. I don't see where money has been included to train our supervisors on performance evaluations. I don't feel that we have the ability to objectively evaluate our workforce and apply new rules across the board. How will we prevent one supervisor giving all his people "satisfactory" and another giving his people "excellent" for doing the same job? Who will decide how much of the available monies go to managers and how much goes to workers? These are only a few of the issues that need to be addressed before implementation.
