Today I accessed the NSPS section of the DFAS portal website. Here is what I found at the end of the Frequently Asked Questions section. Quote: Thank you for your questions. We appreciate your interest but do not yet have the final NSPS design details to properly address the questions listed below. NSPS Design And Implementation How do you set up a program without rules? If NSPS doesn't work as expected, can it be stopped? Is there an overtime scale for NSPS? How will NSPS affect our future? Will our current retirement system stay in place? Will leave policies change? Will there be employee protections that will prevent a manager form having a bad day and firing someone? Will NSPS require a new payment system(IT)? Will there be a review process between Spirals? Are NSPS metrics going to be available to all employees? Will NSPS change RIF rules? Will employees be a part of the implementation team or will the team membership be limited managers? Will NSPS be tied to the Balanced Scorecard? Will there be a hiring freeze prior to NSPS implementation? Is the security clearance process being reviewed under NSPS? Will Senior Executive Service positions be impacted by NSPS? Will pay for performance affect "fee for service" organizations? Will NSPS allow the organization to pay more toward employees' health benefit premiums? Will NSPS change the Code of Federal Regulations (CFR) for personnel? How will loss of data be prevented when converting to the NSPS system? Spiral One Will part-time employees be impacted? Paybands/Pay How many pay bands will there be? Will pay banding ranges be public information? Will our current pay schedule change? When will raises be given? Will DFAS personnel not under NSPS continue to receive WIGIs? Will supervisors and non-supervisors be in the same band? Will our locality pay be affected? Will supervisors have sole discretion in determining whether an employee receives a pay increase? When pay pool money is gone, will there be no more pay increases? Will there be caps on maximum pay employees can receive in pay bands? For those at the top of a pay band, what is the incentive to continue to perform at a high level? How will personnel on retain grade be placed in the pay pool? How will pay be affected if you change positions often? Will certifications and degrees impact placement within pay bands? What impact will NSPS have on position series? What impact will NSPS have on special pay rates, such as those in Information Technology? Hiring/Assignment/Promotion Flexibilities Will NSPS result in increased external recruiting vs. internal selections? How will promotions work? Will the internal application process change? How will personnel actions be impacted? Will there still be GS-510 Accountants and will someone without a degree be able to be a 510? How will personnel on target/developmental positions be impacted? How will vacant positions be advertised under NSPS? Will NSPS include a "job swap" process? Performance Management/Awards Programs Will there be a formal closure to the old rating system upon conversion to NSPS in July? Can you get a demotion/downgrade with NSPS?
