Comments:
The proposed NSPS system has several significant flaws. The most serious is trying to implement a program who's rules and governing guidance has not been defined. We wouldn't allow a weapon system to be fielded without it having been clearly defined and tested, why is it felt a system that effects your entire civilian workforce deserves less scruitny and commitment. Bias and favortism seems inherent to the system and has a potential for retalitory behavior from management. Implementing this system in it's present form guarantee's failure.
