As a DoD employee, I am concern about the new pay grade system that is to take place this year. I have been in civil service for 30 years as of this year. I have been very fortunate to work for four different government agencies. I have worked my way up into each agency and was able to change into difference job classifications. I can say that I am very proud to be part of the government and to serve my country. I have always looking forward to the future and accept new challenges when presented to me to overcome. I have had many changes in my civil service career and have enjoy the good with the bad, over all I would do it again if I could. I hope other's will have the same chance that I have had. I can see by the comments from other employee’s that they are very concern about the changes that they are facing, some are angry, other are just scared. Please understand that changes to me are not always a bad thing, and in some cases can be very good. But the way the information has been released to all of our people and with details is hard to find and information hard to understand has caused this type of reaction. For example what is the new pay grade schedule and how do we convert from our old system to the new system? If I am a GS-11 now, then what will I be when we are change to the new band system. I would like to think that a plan in the works to find a way to help explain how the new system will work take the time to explain how the changes would work for both the government and employees. I know that the information is available on the web and also Federal Register, but lets face facts even through most people in the government are well educated and can read and write well but most people are not lawyers. I know that employee’s are very concerned about the change that are forced upon them with no real clear format to insure that we will not be subjected to abuse and/or unfair labor acts. I know that this would not be the case; we need check and balances for every system to make it work as correctly. If not we will return to the days of people get government jobs by not qualification but by whom you know or to the highs bidder. You know the same system that is in place in other parts of the world, Russia, China, most of South America, and other second world countries. This difference is what makes our Country the greats and strongest in the world. What I want is simple, explain the information to our people in a better to understand format, answer all questions no matter how silly it sounds, because as I have learn there is no such thing as a silly question. And do it in a clean easy to understand format. I know once you get our people to understand the new system the more willing they will be able to accept the new system. If not I would think you are going to have an up hill fight that will last for months if not years. The government will be in court for everything and anything that will slow down the government and cost both time and money. Remember you cannot make anyone follow you by force; only by leading them into the new system will you be able to get the system to work. I hope my input will be help our government and all the employees work as a one team with our country best interest been look out for. Thanks for a chance to input my point of view.
