On the surface, the system seems like a fair way to manage. However, the system hinges on placing a great deal of faith in the fairness of one individual, the first-line supervisor. Currently, my job isn't structured so that there are reliable, measurable ways to judge my effectiveness on the job. My concern is that the real communication, clear objectives and training needed on both sides to have a valid performance appraisal will not be there. Instead, we will have to rely on the same arbitrary, subjective methods currently used - except that now, money can be stripped away based on these unfair methods. The proposed reg has too many holes and unanswered questions right now to be able to judge whether the system will work equitably. I am deeply concerned and ask that we be given a final version to review prior to any forward action being taken.
