Section 7560, Performance Pay Pools. I don't believe Pay Pools should include across the board pay increases. I believe these increases should be tied into the cost of living. Employees should get this no matter what because every year things cost more. There should be two pots of money 1) across the board increase, and 2) and a separate pool of money for performance awards.
