Frankly, I'm confused by this entire action. In his speech to the Senate Government Affairs Committee on June 4, 2003 Secretary Rumsfeld indicated that it takes, on average, 5 months to hire a Federal worker and 18 months to get rid of a Federal employee. This was supposedly part of the justification for the National Security Personel System (NSPS). A. As a DoD Federal employee I received my first paycheck from the Federal government within two months after I applied for the job. B. Except for BRAC situations I've never seen it take anywhere near 18 months to get rid of an employee. A few weeks was the longest I've ever witnessed. In fact, under the Civil Service system a supervisor who does his job right, follows procedures (including attempted remedial actions), and properly documents events can fire a poor performing employee with relative ease. It seems to me that this NSPS is a crutch for poor performing supervisors. C. MY FEAR is that this NSPS removes some of the checks and balances within the Civil Service system that are supposed to be a reflection of the rules with which we want our society in general to operate by. As goes the government so to goes society.
