Comments:
Pay and Pay Administration Subpart C, Setting Rate Ranges and Local Market Supplements: The proposed regulations don't appear to say one way or the other about what local market supplements should be. I recommend that special rate scales such as engineering fields and locality factors combined and additive as opposed to having one or the other depending on which is higher as is on the current system.
