This Whole system is rotten it only gives management more oppertunity to promote their buddies. The buddy system has been around for years and this is only going to give them more of an open door to promote them. It is also going to discriminate against the older employees that have worked hard for years, but since they are pushing for more younger people they will give them the higher appraisals. . I think that they should leave the Cost of living and locality pay as it is today
