1. I do not beleive that this legislation is in any manner remotely related to Security in any manner, and should not bear the National Security Personnel System (NSPS) name. SUMMARY: I went to work under Civil Service in December, 1956. The General Schedule pay system has provided for me and other workers a fair compensation system for many years. It is my firm belief that this proposed system is a backward step, to a time which formeted a litteral corrupt system of employment which in many cases rewarded the political party in power. This time was/is commonly refered to as the: SPOILS SYSTEM, in Government employment. I, also feel this proposed system is a definate erosion of employee rights, and curtails union and employee organizations rights, and at some future time and place, courts will rule it: Unfair Labor Practices. The current system has enough checks and balances, and provides a certain continuity of stability of employment expectations. It is my feelings that this proposed system will lead to a further emplyee turnover and workforce malcontent, and instability. I further view it as a virtual: Slap in The Face, to people like Senator Orin Hatch, who fought for so long and hard to get some of the rights and benefits that we have enjoyed under the present system. A brief summary would be it is an open invitation to revert back to what was known in the early days as: THE GOOD OLE BOYS, system.
