To whom it may concern, I agree that reform is needed in all levels and agencies of the United States Government. While the overall intention of the NSPS sounds good, I am concerned that it will turn out to be something entirely different than what was intended. The potential for misuse and abuse of this system is phenomenal and as those of us who have been in the government for several years know, almost certain. I have reviewed this plan but can find no safeguards in place to protect us, the ones who will be affected by this radical change. Too many unanswered questions: Will managers and supervisors be subject to this same system? What motivation do they have to carry out their assigned duties honestly and fairly? What will prevent this form becoming a buddy system? Will this same system be in place one day for all government positions to include; congress, senate and cabinet positions? (Fair is fair!) Is this the next step in moving towards the outright privatization and outsourcing of the government workload? Is history going to repeat itself? (The Roman Empire contracted out its defense shortly before its fall.) Is this really how we want to treat our dedicated civilian workforce, “do as I say or else”? Will we receive supervisors and managers who are fully trained and certified in the application of this system or will we be subject to their individual interpretation of the regulations as we are now? I would like to think that my comments and questions will merit consideration but I fear as usual, this is just a message in a bottle. Please surprise us all and seriously put some thought into this plan before you implement it. I have heard no good comments from those who are currently in this system and it scares me to think that this will happen for better or worse, whether we want it or not and we will have to accept it or leave civil service. (Boy, can you feel the morale spiraling down?)
