The Laboratory Demonstration Civilian Contribution-based Compensation System (CCS), already in use for AFRL scientists and engineers for several years, is superior to NSPS. It rewards people specifically for their contributions, not just for performing work. Also, this existing contribution-based system for compensation has demonstrated that those individuals who contribute at a low level tend to leave their jobs, allowing new individuals to be hired. Is there some reason CCS cannot be expanded to cover the rest of the federal civilian workforce?
