Many of the baby boomers have 5 years to retirement under the current system, and most are all over the age of 55 years of age. I find that this new system will allow supervisors to rate employees subjectively based upon demeanor, attitude, etc., versus goal accomplishments or end product . Since seniority/longevity protections have been eliminated under the new system (with the exception of the Veteran, who is protected, and in most cases is double dipping, receiving retirement check and current payroll check) the Civilian is at great risk in competing against the supervisors favorite or the old boy network. This new system could easily displace solid federal workers who have provided faithful service and increase the rolls of middle- age unemployment. Most civilians are not veterans, and do not have a retirement to fall back on. They are working to achieve that status just as the military/vets have done and are doing. This new system can be easily abused to the detriment of the employee. In the event of a RIF, longevity/seniority should rule over a new employee/Vet. If this is over ruled, watch to see how many employees over the age of 55 are displaced. Congress and House representatives should step up to the plate and enforce the agreement which stated slow implementation of this new system. 2008 was the date new system was to be implemented into DOD, not 2005. This new system was developed to ensure former veterans and retired veterans are given priority over non- vets. Who needs ithe job/income the most? anyone, vet or civilian, who does not have any other means of income. No retirement check, no investiments etc. It appears the civilians shall not benefit from this new system, but shall be reduced in numbers fast. All on the whim of a supervisor.
