This pay for performance is a joke. Management collectively can pad their own salaries and bonuses with the monies withheld from these pay pools. With this NSPS management will take care of their own pockets before the employees. This will cause a major problem with morale and productivity. The public is already aware of the political appointees bonuses that are astronomically larger than the federal employees, now DoD management will have the upper hand to take money out of the pockets of their subordinates. This all is not in the best interest of the public.
