Subpart C, pg. 7559-7560, states "DoD will determined the rate range adjustments.." See also 9901.322 Setting and adjusting rate ranges. Comment: I beleive that currently the pay scale for civilian employees is determined by Congress. Allowing DoD to determine the pay scale could lead to a sacrifice of pay for civilian employees in favor of funding other parts of the DoD. If this happens, DoD employees could receive lower pay adjustments than government civilians in other departments who still have their pay adjusted by Congress. Performance Pay Pools, pg. 7560 How will the performance pay pool concept try to balance contributions between groups? I have worked in a pay demonstration project organization. What I noticed was that each organization had the same pay pool amount per person. Some organizations (in my opinion) were higher performing than others, yet the employees in all the organizations were competing for an equal pay pool. I think managers were reluctant to shift funds from one organization to another. However, if this is truly pay for performance, then managers should be able to recognize the contributions of outstanding groups and move additional funds to their pay pool. If all groups have an equal pay pool, some employees might want to be a star performer in a bad organization to try to get a better performance increase in pay. Subpart E - Staffing and Employement (pg. 7586-7588) General Comment: The staffing and employment process must be improved, which I know is a goal this reform. I recently transferred from the Dept. of the Navy to the Dept. of the Army. There was no detailed description of the process involved in that transfer available to me. The process of getting a job within DoD is different depending on where you are coming from (same service, another service within DoD, federal government outside DoD, or outside government in general). When I was contacted initially, I was not allowed to speak to the job supervisor until all the paperwork was completed. It took too long and I was in the dark about where I was in the process.
