I feel that while trying to limit the pay progression of personnel that don't produce you are hurting a lot of people that deserve pay increases and will not be able to get them under pay banding. If performance for pay is like the current appraisal system there is a quota established and the reasoning behind it is that management says that every one can not be exceptional. I urge you to study pay banding very carefully before implementing the program.
