To imply that our current pay system is not based on the quality of performance is misleading. Merit pay increases and promotion have always been based on the quality of performance. Changes that would insure that this is done better and more fairly are encouraged. To my knowledge, there has been no automatic pay increases based on longevity. From about the Presidency of the Carter years, incremental annual increases in Federal employee's pay was implemented by the Federal government in an attempt to eventually match the salaries paid by private industry to their scientists and engineers. At that time, the salaries paid by the government to their scientists and engineers were significantly lower than that paid by private industry. To obtain and retain top quality scientists and engineers in competition with industry, the Federal government had to increase their salaries and make them comparable those paid by private industry.
