It's deeply concerning that throughout the information provided I saw nothing concerning repercussions for managers who abuse this new system. I'm aware that there will be a grievance process but that doesn't remove a manager who plays games with people's careers based on his/her whims. At a minimum, the COLA and locality pay should be allowed to remain so that, while performers can be rewarded, the steady workers who keep the bases running are not left behind in the rush to increase some star's pay. Or worse still, their pay remains the same so a friend of the manager can get rewarded for their friendship. The spoils system was supposedly removed to prevent this kind of action but it appears that under NSPS, it will be returning.
