To whom it may concern: I believe in the great general the proposed system appears to be reasonable, yet I feel there is a weakness in safety measures to prevent abuse by the poorly trained. Several years ago, while serving at an OCONUS post, it was deemed mandatory that all employees receiving and exceptional performance appraisal, was to receive an award. This was a very generous and kind policy, unfortunately due to budget cuts, and other situations, there was not enough money to reward the work force. As a result the base commander, placed a quota on how many exceptional performance appraisals could be made, thus many hard working employees had their appraisals down graded. Personally I felt that was very unethical, I much rather have the truth about my performance be stated, and not biased because funding for the award I earnt was not available, even if it means i get no award because there is no money. I suspect that in the case of this new system, the potential for this to occur falls in the realm of possible. Personally, I work for the satisfaction to serve my country, not the money or the awards. But I would feel very injured to have my service under appreaciated because of lack of funds, that would be a tragedy. As far as I'm concern, give me the exceptional performance review I have earnt, and don't worry about my award, I don't needed it, the piece of paper where the U.S. Army recognizes me is more than enough.
