As a Federal Employee of 31 years, I had the misfortune to have several run-ins with some members of management over the years. Because of unscrupulous supervisors, I was fired for using approved leave to seek VA benefits in 1984, (won my case in MSPB Court). I was accused of Sexual Harassment in 1991, (served a 30-day suspension) and was exonerated of any wrong doing by the MSPB again! In the sexual harassment case, The EEO officer failed to ask questions of my witnesses on behalf of myself. If the EEO officer had asked the questions necessary, my case would have been thrown out, or held MOOT long before so much time and money was wasted! The outcome of this EEO case was that both the aggrieved woman and I won our individual case against the Army! The Army was the loser! I have born witness to many Illegal acts by supervisors, and have testified for employees who were forced by these supervisors to suffer suspensions. I have seen personally fraud, waste and abuse of power by many who were untouchable by government standards. If this proposal becomes LAW, any unscrupulous supervisors will be afforded the power to give raises to their pet employees, and make it easier to fire those who would stand up their employee rights. If this proposal passes, it would allow the Army to investigate itself and cover-up wrongdoing in all echelons of government. This proposal would work to make the Army's Civilian Employee Workforce a political employment system where the good old boys get all the raises, while other less political employees get nothing! This new system lacks in fairness and allows too much power to the agency, without the checks and balances required for a fair and equitable working system. Whoever designed the proposal either does not have a true picture of how the government actually works or does willingly provide to all echelons of management a formidable tool for racketeering. I am happy that I am close to retirement and that this proposal
