Comments:
The proposal offers new rules and processes for pay and classification,performance management, hiring, reduction in force, disciplinary matters and appeal procedures, and labor-management relations. Looks like we have no rights nor say so on the matter, and upper management will be the deciding factor. As a shared goal that unifies a work force will no longer be, younger workers will be looking for better pay and benefits,promotion,and they will have a better chance going to work for the private sector. The older workers that have the expertise and knowledge, will decide that they had enough of bad management that abuse the system and intimidate workers, they will go on and retire. When the workers have no say so, DOD has lost the work force that they need to support the War.
