Thanks for the opportunity to comment on NSPS. The proposed NSPS seems to still have alot of unknown additions. If the plan is incomplete how did this plan became law? Those in favor of the NSPS may not be in favor of it in the future if their pay pools run dry on cash flow. The proposed plan is supposed to attract and retain DOD talent but after reading most of the other comments, NSPS may force the workforce to retire early or to jump ship. Forced cilvian deployment does not seem like an attractive incentive to retain DOD talent. Most DOD cilvians have family members to take care of. Performance appraisals are very subjective and the proposed NSPS rules may place less of an emphasis on teamwork and sharing of information between the workforce but instead create an atmosphere of mistrust. The NSPS seems like a step backwards in retaining employee rights. If the idea of NSPS is to retain DOD talent, then NSPS should be implemented for another federal agency as experimental to see if it really retains talent for that agency before implementing it on DOD. My final recommendation is to implement this plan on another federal agency and to work out the flaws to see if it really works before it is ready for DOD. If that doesn't happen, then beef up the early retirement options for workers who don't quite have enough years to retire. Example, add an extra 5 years to federal service time and extra cash incentives to retire early. My comments may not make sense but neither does NSPS right now.
