Hiring Flexibilities: I understand the need to have these flexibilities...what about retention opportunities. I do not see how we will be able to use NSPS to keep our best employees? The award pot is only so deep and funding will be limited. Performance Management: If longevity vs poor perfomanceis an issue here how does one ensure that someone is not RIFed just because they had a bad year of performance? How can we ensure a junior employee with less experience does not knock out a more experiece performer. PayBand: OK I have seen documentation that states we will have some type of locality pay? Will it be calculated the same way it is today? What about the COLA will that calculation change? What happens if you are on the right side of the payband? How will your salary have the opportunity to increase pass the end? How will promotions be addressed in this environment? Training: our current workforce needs complete training. How will the managers be trained to properly evaluate their personnel and how will personnel be trained to ensure that they protect their rights for future pay benefits? How will we know that the training will be affective? What is the feedback process? Bottom line is that we the employee have been told that your personnel system is changing? We are still in the planning stages and individuals are trying to make life decisios. Minimum information has been provided and the fine details ( remember the saying the devil si in the details) have not beed developed. How do you expect us to feel? We need more specifics...All of the training so far has been TDB. The fine details are to be determined. Picture you taking your car to the mechanic and he tells you trust me and place your faith in me. I do not have any specifics at this time but I will fix your car. I do not know how much it will cost you but...trust me. This is the same attitude NSPS is taking right now. Too much is on the line...The american government worker.
