Comments:
Performance Management—Subpart D. It states that chapter 43 of title 5 will be waived "in order to design a new management system that will complement and support the Departments proposed performance based pay system...". The performance system should already be designed and out for review and comment. I recommend that the performace system be in place before conversion since the system will be integral to the objective determination of performance.
