The proposal is not fair to us. There is already problems with unfair evaluations and the way the supervisors are allowed to distribute monetary bonuses to who they want. From what I have seen, it does not go to the person who is truly deserving of it. Certainly the person may do a great job as a nursing assistant, but how can there job performance outweigh that of a Registered Nurse--every year!! Some, not all, supervisors are not fair and if these changes are allowed to take place, it will be amazing to see who rises to the top and how quickly they get there. The proposal for no overtime is definitely not fair. Once again, supervisors are the ones who approves/disapproves overtime. I have seen where a supervisor requests, and got overtime pay but the staff HAS to accept comp time or nothing. Government employess are already losing opportunities for job advancement to the cheapest civilian contractor. How can retention of qualified, already trained personnel be expected to want to stay somewhere where they feel completely UNAPPRECIATED!! Exactly what is expected to be accomplished by making these changes? Oh! Maybe the plan is to get rid of all government employees for a cheaper way out. One thing that should be brought to rememberance...YOU GET WHAT YOU PAY FOR!!
