Performance Pay Pools: I agree with putting the within-grade increase, quality step increases and bonuses in the pay pool. But across-the board pay raise should not be included in the pay pool. This should not be the supervisor decisoin to make that call. Because it will all boil down to how well he/she like you or the good old boys system like we see a lot of in todays workforce. Workforce Shaping-Subpart F: The RIF process should not change. The new process does not seem fair. You could have a newly hired person on this base and a person with 25 years in federal service and and the newly hired will not be affected. That does not make any sense to me. I think the RIF process should still be base wide
