How will we be more competitive and progressive when we are fighting amoung ourselves. Yet Secretary Rumsfield has stated that NSPS will provide the Department with flexibality and can reduct our reliance on the military to perform jobs that could be performed by civilian employees and free up the military to perform its war-fightinf duties. This NSPS NEEDS REFORM BIG TIME.
