The Air Force Base where I am employed is notorious for using favoritism, narcasism, the "good ol' boy" network, and a certain religion with promoting, appraising and rewarding people. This is already a problem, so giving supervisors full authority in deciding what a person gets paid, will be detrimental to all employees. I have worked for supervisors who were actually outright bigots and/or racists against women, people of color other than whites, gays, lesbians, short people, old people, retired military, GIs in general...basically anyone not like them. Now, how could I get a fair shake from a person like that? I realize bosses such as these shouldn't even be supervisors, but they were pulled up by the "good old boy" network, or had the right religious beliefs, used sex to get ahead, had a relative or friend who had influence...etc. So, now, we, the average civil service employee has to deal with it. I know not all supervisors are this way, actually most do try to be fair to a certain degree. Some actually want deserving people to get ahead. But the simple fact is, there are just too many ways a supervisor can use his position to be unfair to an employee. To give him more of a say to what a person gets paid, is ridiculous. I spent 20 years in the AF traveling to places I didn't care to go, and some I did want to go to. That was my duty and responsability. I signed the dotted line to put my life on the line. However, as a civilian, being forced to go anywhere, dangerous or not, is against my rights as a citizen. If we volunteer, thats one thing, but to be required to go at DoDs whim to keep our jobs, just isn't right. That only makes sense. I think any Senator or Congressman would balk at being forced to go some place they had no desire to be at. Yeah, I'd like to see that happen. A management-run labor board? No more impartiality if we have this as far as I'm concerned. Let's be reasonable, the Unions will loose all their power to help the employee. If we still have a Union at all. The Veterans preference thing is just so typical of this governements way of thinking nowadays, too. Does anyone remember why Civil Service was even created? Civil Service was a way to get all the returning military from WW II, job opportunities. It was to use their experience and expertise not only with actually performing tasks that were unique and military oriented, but in leading people and managing as well. They had the experience. They were already pretty well trained and were easily trained into other positions, too. This was just a well known fact. So, Civil Service was not started for Dads, Moms, Uncles, Aunts to hire their children, cousins, neices, nephews no matter how unqualified or needy of a job they are! This NSPS is a dangerous proposition. To do it would destroy a lot of lives and the whole infrastructure of the Civil Service System. Is that what this administration is shooting for? NSPS hasn't been thought out and it's just too haphazard to commit to. Think the Post Office has problems? What do you think would happen if this proposal goes through?
