Sirs, Speaking as a hispanic woman who has come up the civil service ranks the "hard" way, it was difficult enough to be taken seriously in this man's world, but this new "system" is just appalling. The new way of doing business, in the workers eyes, has just taken us back to the dark ages of "good old boys" way of doing business. Good personnel are hard to come by in any business, but if management is allowed to have free reign with no constraints, favortism will flourish. The common civil service employee is a hard working, patriotic and loyal to the government. We take our jobs seriously and know lives are at stake if we do not work diligently. How will this system make an already loyal and dedicated work force better? Where is the value added to the Air Force by implementing this new system? I cringe for the new employee, they will be the one's who will suffer the most. This system will take away the prestige of being a government worker, and we will be at the mercy of bad, bias, management.
