Section 9901.211, 212, 221and 231 Career Groups: Here at Wright Patterson AFB my career field which was Configuration Management, Data Management and Engineering Data Management (CM/DM/EDM) was removed from the acquisition core about five years ago because we were in a catch-all career field (0301) which included adminstrative, non-technical, labor, and various non acquisition career fields. As such we were inadvertenly taken out of the Acquisition Core. Then approximately two years ago we were placed under Production, Quality, Manufacturing (PQM) stall rather than given our own idenity. We are part of these functions because Configuration Management touches all Acquisition functions but we are not of these functions. As CM/DM/EDM we are required to certify to level two only, within the PQM stall. This means we could never qualify for level three pay band nor could we compete with PQM personnel for promotions because we aren't PQM, only stuck in their stall. This makes my career field dead ended by design which I believe is not the intent of career progression. So regardless of how much I contribute to the mission, I will never have the opportunity to move up in my pay band outside of level two (assuming I could even qualify for level two which may not be possible because I am not PQM). My suggestion is that we be placed in our own coded position (create one if necessary) given APDP certification guides and allowed to be part of System Engineering as claimed by SAF/AQ that we are. We are a acquisition core function and as such are a part of OSS&E, and Airworthiness Certification. We touch Program Management, Logistics, Test, Deployment, Sustainment, and Baseline Certification via the Configuration Management Plan (CMP) for Hardware Configuration Item (CI) and Software Configuration Item (SCI) , audits, Configuration Control Boards, Descrepancy Reporting (DR). We maintaine the baselines for managing parts via part number and serial number tracking that assures the correct hardware and software configuration is on the right piece of equipment or airframe. Thank You for consideration and hopefully your help in correcting this wrong that has gone on long enough. Alot of good people have suffered and will continue to suffer because of this. We are not admin, we are technical core members of acquisition.
