In the pay banding system, the extent to which an individual may benefit by merit based pay increases is dependent on where their current grade and step place them in the pay band. For example , in a 12/13 band, a current GS-12/1 would have a lot more potential to benefit by merit pay increases than a GS-13/10. In fact for the latter it appears there is no potential for merit based increases in NSPS, only for decreases - and essentially the opposite for the former (i.e. a person coming across on the low end of the pay band). How is this fact reconciled with the philosophical basis (assumption) that NSPS provides a level (equivalent) playing field for all to excel by superior performance and corresponding merit based pay increases ?
